Urban Farming Using Runoff

I found this great article on the Harvesting Rainwater blog about a guy in Tucson who irrigates his urban farm using only runoff from surrounding lots and streets.

I have a question. I understand about dry farming but am curious as to the benefits or not of runoff coming from streets and parking lots. Won't the water pick up bad things from those places and then the plants absorb them through their root systems? I have been reading lately about home garden plots having high levels of lead etc.
